When they patrol a rough area, any patrol officer worth their badge goes through a list. I swore by mine. I started this day as soon as I turned down Chestnut Street.

No seat belt on — check.

Put the windows down—check.

Make sure there are no distractions in sight.

Everything is set up and ready to go, so check.

At Chestnut Street, there is an open-air drug market, which means there are a lot of shootings, robberies, and carjackings. Everyone is very alert. Most of the time, the bad guys see the police before the police see them.

Someone sounds an alarm. Some people get on their phones right away to let the people who pay them know that the police are nearby. Twelve times a day, this scene can happen.

Because anything can happen, and often does, the list is important.

On this hot summer day, the lookouts didn’t do their jobs. I turned the corner just in time to see a kid get something out of his pocket in the parking lot. He couldn’t have been out of high school for long. It hit the ground under a parked car.

As it turned out, it was heroin.
